I went for E over B. Anyone who can give me reasons for why B should be taken as stronger?

B is the correct answer

Conclusion - some anthropologists hypothesize that wheeled utility vehicles were used to carry materials needed for the monumental structures the Toltec produced

Premise - Non-existent. This what we have to find

A,C talks about toys - Out of Scope
In D, the part wheeled toys were not very common in areas outside Veracruz., actually strengthens that, wheeled toys were used only for toys or atleast strengthens it.
In E, presence of wheeled toys near monuments says nothing about if, toys were used for building monuments
