C is the only one that works.

"Architects and stonemasons" describes "the Maya" so the Maya needs to follow that phrase immediately.

I think C too.

Other sentences aren't clear. C says the Maya were Architects and stonemasons and they built bla bla without the help of bla bla bla. Others don't convey any clear message.

other options are certainly wrong but C also sounds a bit incomplete. This appears to be sentence fragments, as if the first part before comma is not related to the other part.
I guess 'who' is missing in the sentence.
I think this should be the correct one.
the Maya who built huge palace and temple clusters without the benefits of animal transport or the wheel.
