MGMAT has deleted a couple of chapters in it's new edition that use to be there in the previous one (i.e. Functions and VICs) does it hint's that the real GMAT no longer tests these topics or they may less relevant now???

No, they are certainly not less relevant. Some of the hardest questions could be from functions (though they look hard, they are actually quite easy). This is the reason one may not see many function questions below 700 level.
Also, there could easily be variables in answer choices questions in the 500-600 level (and higher if they use many variables) (kindly avoid using non standard abbreviations in the interest of general comprehension)
