I think B is correct. The argument is that Clarion cares about the people more than Bugle (one would think would have more "in-town" news. However, B claims that Bugle has more in-town news than Clarion so at least from that info Bugle cares about the in-town people more.

B clearly says daily bungle has more local news...
D says staff member is all residents of gotham...

but the question asks for VOICE of the city....so that depends who writes the articles i suppose? anyhow, this is a hard question..and D seems like a bit of a stretch too

I chose D and here's why ...

What really stuck out to me was the part about "the Daily Bugle is owned by an out-of-town business syndicate that couldn’t care less about the people of Gotham City". So I thought what shows that the out-of-town business syndicate cares about the people of Gotham City? The editor-in-chief and all other members of the editorial staff live and work in Gotham and have done so for 10 years or more. Therefore, these persons would care or have a vested interest in the city.

Wrong. Advertising revenues of the Daily Clarion do not weaken the argument that the newspaper is the only real voice of the people of Gotham City.

Wrong. Does not refute the argument that the Daily Clarion is the only real voice of the people of Gotham City. For all we know the people of Gotham city may be more interested in out of town news.

Correct. If the editorial board of the Daily Bugle lived and worked in Gotham City for ten years then the Daily Bugle in a way represents the voice of the people of Gotham City. Therefore it is incorrect to say that the Daily Clarion is the ONLY real voice of the people of Gotham City.
(E) The Daily Bugle has been published in Gotham City for a longer time than ha the daily clarion
Wrong. Duration of publishing of the newspapers does not provide any info as to which paper is the only voice of the people of Gotham City.

In my opinion the argument is about the Daily Clarion being the only real voice of the people of Gotham City. Any answer that negates this should help weaken the argument.

I will go with D.
A- revenues of Daily clarion aren't of interest if the resident get the information they are looking for? moreover both newspaper are even with this additional information, additional premises are required to decide which one of which.
B-What if the resident are looking for out-of-town news, maybe yes maybe no let's check the rest of the choices.
C-doesn't have any relevance to the argument.
D- if all the staff of Daily Bugle lived in the city for ten years, they know exactly what information the resident of Gotham city are interested in.
E-the choice D could be used to aweaking the choice E
