The first and the most clear distinguishable part here is - 'between' and 'among'
As we are talking about more than two nations in discussions, we will be requiring 'among' rather than 'between'.

'Among' is used to compare more than two things at once.
'Between' is used to compare exactly two things at once.

As per the above deduction we can eliminate A, B, C, E

Only left with Option D. Hence Correct
