I would go with answer choice:
D.a significant proportion of parents of Aroca County public school students do not own their homes and consequently do not pay property taxes.

My conclusion about this choice comes from the understanding that this is the only choice which explains why the implementation of the plan would not necessarily reduce the amount of money going to Aroca County public.

go with B.

The argument says that the new plan is not going to reduce the amount of money going to school.
But it also says that currently, 3% of sales is less than the amount generated from property taxes.

Hence only B gives a possible rerasoning of how the 3% sales tax can be elevated to match the property taxes

I think B is the best choice. It says extra sales tax is about to come in from out of the county.

The correct answer should indicate that the amount generated by sales-tax will increase and match the amount generated though property-taxes.
