B. Around the world, fuel engineers, who are often hired by research companies, are looking for an alternative sources of energy --- an alternative sources—even the computer is not accepting the expression ‘an alternative sources’

C. Around the world, fuel engineers are looking for alternative sources of energy, who are often hired by research companies ---- who is modifying energy or sources energy, both of which are wrong

D. All over the world, fuel engineers are looking for alternative sources, who are often hired by research companies, of energy ---looks as if the engineers are looking for alternative sources of employment. Who also wrongly modifies ‘sources’

E. All over the world, fuel engineers, who are often hired by research companies, are looking for alternative sources of energy – correct choice.

Around the world and all over the world interchangeably?

Will go with choice E.

I think they can be used interchangeably here, but "around the world" can also describe motion, as in "he traveled around the world." The author may have felt that "all over the world" was clearer, but most of us would still understand "around the world" to mean the same thing in this context.
