Between C and D I would choose D for singular verb.

Ditto buzzgaurav!

"A portion of the capital" is singular .. so I'd pick D for singular verb 'was' rather than 'were' as in C.

IMO 'a portion of the capital ' is a singular so D should be correct.

So, I will make the wrong parts bold here:

(B) have been generated if a portion of the capital would have been
(C) be generated if a portion of the capital were CORRECT
(D) be generated if a portion of the capital was
(E) be generated if a portion of the capital had been

In conditionals we use "were" in the if clause for each sbj.
