Quick scanning of options

whom is incorrect ->try and replace the pronoun with him . grammatically wrong sentence hence does not pass the 'him' test .

so relative pronoun here can take who/that
Rockstar is living being so relative pronoun should be 'who' and not 'that'.

when referring to the rock starts we need a 1st person pronoun who Hence D is correct.
(A) many aspiring rock stars that would never have had the means to pursue their dreams
That is illogical here
(B) many aspiring rock stars which would never have had the means to pursue their dreams
which is not a pronoun used to refer to the person
(C) many aspiring rock stars whom would never have had the means to pursue their dreams
2nd person pronoun whom is incorrect
(D) many aspiring rock stars who would never have had the means to pursue their dreams
when referring to the rock starts we need a 1st person pronoun who Hence D is correct.
(E) many aspiring rock stars so that would never have had the means to pursue their dreams
That is illogical here.
