I'll pick B since it strengthens the conclusion.

If understanding of the labor unions is the only qualification then Grayson is definitely the choice.

haha, another good one, with almost all options being chosen by someone.
I'll go with the majority and vote E.
The only qualification is understanding labor problems. The guy is an experience labor organizer, and has been the head of a powerful labor union.
So, he is best suited to chair the council. Simple, eh?

I would go with E
According to me B is not the answer as it talks abt the relation with the business leaders which is not a necessity.
where as E states that he has got the reqd skills to do so
