Few things on basis of which we can eliminate the wrong choices..
1) MEANING - None of the other choices carry the same meaning as A, and A is correct both grammatically and logically..
2) SINCE means the activity is still going on, which is wrong here and there is NO reason to change to singular 'a soldier'.. eliminate B..
3) There has been no use of fortunately anywhere so eliminate C..
4) In D, SV error.. WAS does not fit in.. changes the meaning... the soldiers were not of FL but enlisted in it
5) E again changes meaning .. NOW instead of assisting, the soldiers have been shown to be enlisted in FRANCE..

A is correct as it is

We use "as early as XXXX" to imply the following:

Suppose an incident occurred more than once after a date XXXX. The earliest evidence of such event was found to be in XXXX. In such cases "as early as XXXX" is used to emphasize how early the event happened.
