Hmm lets see, IMO E, attempted this on more on the intent side.

Intent: To show how a trait observed among stockholders in the past can be reflected in the present.

A) As history has revealed, a sudden irrational panic among stockholders has caused the Dow Jones Industrial Average to plummet in the past
Incorrect Intent -> Out

B) A sudden irrational panic among stockholders has caused the Dow Jones Industrial Average to plummet in the past, as revealed by history
So history is revealing something in the present,IMO illogical

C) A sudden irrational panic among stockholders can cause the Dow Jones Industrial Average to plummet in the past
Incorrect Intent -> Out

D) As history has revealed, a sudden irrational panic among stockholders can cause the Dow Jones Industrial Average to plummet in the past
Incorrect Intent -> Out

E) As history has revealed, a sudden irrational panic among stockholders can cause the Dow Jones Industrial Average to plummet
Correct intent.

I would go with option E

Meaning:

Verb tenses 'has revealed' - 'has caused' - 'in the past' present little confusion about the intended meaning of the sentence, but we can more or less infer:
1. History has revealed something
2. According to this something a sudden irrational panic among stockholders can / may cause the Dow Jones Industrial Average to plummet

From the grammar stand point sentence is good, but meaning is confusing.
'As history has revealed' - something happened in the past and from this experience we expect something or make some predictions based on this something.

'As history has revealed' - present perfect presents some results, 'has caused' is also presents some result, so meaning conveyed is clear but "in the past" distorts this meaning.
'in the past' construction is better to use 'past simple.
But in our sentence we are talking about some expectations or predictions based of some history events.

POE

We need to find something with clear meaning.

A) As history has revealed, a sudden irrational panic among stockholders has caused the Dow Jones Industrial Average to plummet in the past

B) A sudden irrational panic among stockholders has caused the Dow Jones Industrial Average to plummet in the past, as revealed by history
(same as (A))

C) A sudden irrational panic among stockholders can cause the Dow Jones Industrial Average to plummet in the past
('can cause' - present, 'in the past' - past, verb tenses don't make sente)

D) As history has revealed, a sudden irrational panic among stockholders can cause the Dow Jones Industrial Average to plummet in the past
(same as (A))

E) As history has revealed, a sudden irrational panic among stockholders can cause the Dow Jones Industrial Average to plummet

Clear and concise

E is the answer

I will go with E. My reasoning is as follows:

A) The use of perfect present tense is incorrect here. Use of perfect tense makes it seem like the Dow Jones is still plummeting. Not correct.

B) Same error as in A, but makes another big mistake. To plummet in the past makes it sound like an irrational fear can make the stock market plummet in the past. That cant be possible... What has happened in history has ALREADY happened. We can't change it.

C) Same mistake as B. To plummet in the past, changes the meaning of the sentence into something illogical.

D) Same as B.

E) CORRECT! No perfect tense and no meaning change.

OFFICIAL EXPLANATION

• Option A has a redundancy issue. The introductory clause, as history has revealed,
shows that the event took place in the past. Therefore, the phrase in the past is redundant
anywhere else in the sentence. Eliminate A

• Options B and D contain the same redundancy error as A does. Eliminate B and D.

• Choice C has a verb tense problem. Can cause does not agree with in the past.

• However, can cause in the correct answer choice, E, shows that the panic has happened
in the past and can happen again in the future.

COMMENTS

This redundancy error is fairly obvious.

The GMAT will often test words that are implied in phrases or in verbs.
For example, in the command subjunctive, we never include should.
Speakers of British English, on that issue, be aware. Inclusion of should is common in B.E.
It is not correct on the GMAT.

Correct: The doctor suggested that the patient take a vacation.
Wrong: The doctor suggested that the patient should take a vacation.

The verb suggested already implies "should." Using both "suggest" and "should" is redundant.

Answers A and D—the two most frequently chosen incorrect options—both suffer from redundancy.

Options C and D both contain a bizarre verb mismatch. That mismatch does not arise in E.
Why?

Options C and D are reporting in the present:

-- Option C uses "can cause" as its first verb. We should expect another present tense verb.
We have to remove the reference to the past or to change the verb to match the past.
("Has caused" could have been moments ago; in English, "in the past" does not mean "moments ago." Leave the reference to "in the past.")
Correct: A sudden irrational panic among stockholders can cause the Dow Jones Industrial Average to plummet. [Now. In the future. NOT in the past]
Correct: A sudden irrational panic among stockholders has caused the Dow Jones Industrial Average to plummet in the past.

-- Option D uses As history has revealed. . . .
D is reporting a fact. That reporting happens in the present, but talks about what has happened in the past.
When did the stockholders panic? In the past. The reporting happens in the present.
But the action that created a consequence did not happen in the present; the present tense can is incorrect.
If we really want to emphasize what panic is able to effect, we have to rephrase the verb.
Correct: As history has revealed, a sudden irrational panic among stockholders has been forceful enough to cause the Dow Jones Industrial Average to plummet.
