As hurricane Irene approached the region, residents were warned to expect flooding, asked to remain indoors, and were evacuated wherever necessary.

Meaning:-
"As" = when
People were
warned to expect flooding,
asked to remain indoors, and
were evacuated wherever necessary.

Were is an error in the sentence.

A. to expect flooding, asked to remain indoors, and were
Wrong for above reasons.
B. to expect flooding, asked to remain indoors, and
People were
warned to expect flooding,
asked to remain indoors, and
evacuated wherever necessary.
Correct

C. to expect flooding, asked to remain indoors, and to be
People were
warned to expect flooding,
asked to remain indoors, and
to be
Parallelism error
D. about flooding, asked to remain indoors, and were
People were
warned about flooding,
asked to remain indoors, and
were evacuated

Parallelism error.

E. to expect flood, remain indoors, and be
People were warned to
expect flood,
remain indoors, and
be evacuated.

Resdients were
1) warned to expect flooding
2) asked to remain indoors
3) evacuated wherever necessary

the above 3 things should be parallel grammtically and logically.

Official Explanation:


"residents were...warned...asked...evacuated" is the correct, parallel structure.

A. "were evacuated" is not parallel with "warned" and "asked".
B. Correct. Parallelism is maintained.
C. "to be evacuated" is not parallel with "warned" and "asked".
D. "were evacuated" is not parallel with "warned" and "asked". "warned about flooding" changes the intended meaning.
E. "were warned to expect flood, remain indoors, and be evacuated" changes the intended meaning.
