C and slipped since then, many companies being unable to pass on higher costs
D but, many companies unable to pass on higher costs, they have slipped since then

Agree with A. "have slipped since then" conveys the corect message and is grammatically right. B is wrong because it uses being and because together.

B,C - being - out

D - what is 'they' here? company or costs
E - confusing word order.

A - correct.

Introduction of "since" with timeframe needs a "have/had". This "have" is missing in C and E, so out.
B and C can be taken out because of infamous "being".
D has an extra ", they", which is repeating subject in the subject for companies. So out.
A wins
