not parallel (as rare as..the more)
(B) As rare as something becomes, whether it is

perfect! correct - whether is correct and "the rarer" is parallel with "the more"

the rate ... the more.. is the correct idiom

Rarer is || with more. Whether is required here.

Only E has the grammatical correct form. We can't compare compare a sentence ( The rarer something becomes) with a noun ( the example in this cas) using like. With "Like" we can compare nouns but not sentences and nouns.

E is right
