The first part of the sentense is a modifier for "Joan Philkill". The D is straight out. Now, Joan Philkill attended the meeting when he was "Chair" and not when
he was "former chair". Its clear he did not attend the meetings as "Former chair". Eliminate A,B,C.

i agree with E. Joan attended those meetings as the chair, not as the former chair.

B. The former [The former chair of the planning board for 18 consecutive years” is incorrect – eliminate it]
C. Former [Former chair for 18 consecutive – incorrect – eliminate it]

I vaguely remember seeing (and missing) this one on GMAT Prep.

As the former chair of the planning board for 18 consecutive years and a board member for 28 years, Joan Philkill attended more than 400 meetings and reviewed more than 700 rezoning applications.
A. As the former - the problem is that the 400 meetings refers to Joan's entire tenure on the board. this includes both her time as board chair and as a general member. this renders the "As the former chair" clause inaccurate
B. The former -need help here, not sure why this was wrong
C. Former -hold
D. She was -"She was chair" incorrectly modifies Joan Philkill
E. As the - same problem as A.

I think the OA was C, right? My only problem is distinguishing between B and C.

let us try to rewrite the same statement to get the same meaning.

Joan Philkil,the former chair of the planning board for 18 consecutive years and a board member for 28 years, attended more than 400 meetings and and reviewed more than 700 rezoning applications.

Thus B would be correct.

I think the OA was C, right? My only problem is distinguishing between B and C.

I believe "the former" is used to refer to the first of the two things, while "former" refers to ex-..: former president (ex-president).
