Subject is particles which is plural, needs a plural subject persist (if at all) rule out persists in B.

created is past tense, how ever using persisted is superficial parallelism as the sentence is explaining a behavior, that is continuous. C & D are out

Between A & E, I will go for A as are is not needed and persisting is clear & parallel

My vote is for answer B.
In my opinion we are looking for another verb here (present tense) and we are looking at the behavior of particles. Persisting does not hold good in the grammatical sense in lieu with the sentence completion.

Whats the OA??
