At 12:10 o'clock Bill leaves point A towards point B at a speed of 30 [#permalink]
simple logic

by 13:40 Bill would cover 45 kms

in next 1 hour( i.e. @ 14:40) bill would cover 45 + 30 -75 kms
and richi 60 kms
again in next 30 minutes ( i.e. @ 15:10 ) bill would cover 75 +15 = 90 kms and richi would pass him as she would cover 60 + 30 =90 kms

hence 15:10 is right answer

R leaves 1.5 hrs after B. And, in these 1.5 hrs B will cover 45 Kms distance.

Relative speed= 60-30= 30 Km/hr (since both are walking in same direction)

Time that they will meet= 45/30 = 1.5 hrs after Richi started.

13:40 +1:30= 15:10

B is the answer
