'was' required for noun 'complexity'

A, B - out
C - 'to be' passive - out
D - 'they' no referrent/

narrowed between C & E

(C) was said to be suggestive of a level of human development not conceivable without language

(E) was said to suggest a level of human development inconceivable without language

hence E.

I too believe that it's E. It's lesser of the three evils.

E sounds like language is another ingredient used in the making of tools. It still doesn't convey the right message, but is still better than the rest. Anyone has any comments?
