Out of 100 books 40 are historical fiction, and out of this 40%, i.e. 16 are new releases.

While out of remaining 60, 30 are new releases. SO total new releases are 46 and the asked fraction will be 16/46= 8/23

Hence 'B' is the answer.

let there be 100 books in all
Historic fiction books = 40% of total = 40
Other books = 60
New historic fiction = 40% of 40 = 16
Other new books = 50% of 60 = 30
total new books = 30+16 = 46
fraction = 16/46 = 6/23

Let's assume Total Books= 100

Historical fiction = 40 , Out of which New Releases(40%) = 16

Other Books= 100-40 = 60, Out of which New Releases = 50% = 30.

Total New Releases = 16+30 = 46.

Historical NR/ Total NR = 16/46 = 8/23 .

Number of books = 100

Historical fictions = 40% = 40
New = 40% of 40 = 16.

Remaining = 60.
New among them = 50% = 30

So, fraction of all new releases which are the historical fiction new releases = 16/(16+30) = 16/46 = 8/23
