Bison is already mentioned as a plural in non underlined portion. So .. C,D,E are gone
And the sentence is speaking about past tense (were is used in non underline portion) . so would used in B is wrong..
left with A :-)

Noun + that verb - ed = noun + verb - ing almost always in GMAT

Bison are plural nouns so C,D,E out and the sentence relate to the past tense so A is the correct answer
