Question is testing a idiom mistake x for y
Only C and D survive ..
D doesn't sound good..

Correct Idiom is Mistook X for Y. Hence A, B and E are out.Rising of the cost vs rising cost. First is awkward, hence D is incorrect.

At the MegaTek Corporation, an inexperienced financial analyst mistook the rising

A. the rising cost of semiconductors as a seasonal fluctuation
B. the rise in price of semiconductors as a seasonal fluctuation

C. the rising cost of semiconductors for a seasonal fluctuation
D. the rising of the cost of semiconductors for a fluctuation by season
E. the rise of semiconductors in price to a seasonal fluctuation

Idiom:Mistook X for Y and not(X as Y )

We are left with only C and D.

Option D is change in meaning as it says the fluctuation by season. while season has not cause the fluctuation but the fluctuation is identified as a seasonal or transient.

Option C is the correct answer.

As the correct idiom is 'mistake X for Y', we can straight eliminate answer choices A, B, and E. Compared to answer choice C, answer choice D changes the meaning of the sentence. Therefore, the correct answer is C ([...] the rising cost of semiconductors for a seasonal fluctuation).
