A) has not significantly reduced the gaps existing.
B) has not been significant in reducing the gap that exists
C) has not made a significant reduction in the gap that exists
D) have not significantly reduced the gap that exists
E) have not been significant in a reduction of the gaps existing

subject is attempts not a major goal; therefore plural verb form is needed. therefore, A, B, C are out.
a major goal refers to to increase the development projects available to third word countries.

between D and E, E is wordier.
V>A>N: have not significantly reduced is preferable to have been significant in reduction..

striked part is a modifier.
subject ATTEMPTS = PLURAL needs a plural verb HAVE and NOT HAS.
hence A/B/C are out.

D) have not significantly reduced the gap that exists
CORRECT (IMO).

E) have not been significant in a reduction of the gaps existing
WRONG.
=in A reduction ==>awkward.
= wordier.

option D is much better in conveying the intended meaning concisely.
