Aware of the potential danger of unsecured ports, the Government Accountability Office has outlined the major challenges to implementing enhanced security, including generating a set of standards that define a secure port, and to determine the amounts and sources of funding for improvements.
'major challenges to implementing' compares major challenges to 'determining'
BD out.

A. including generating a set of standards that define a secure port, and to determine
'generating' compares 'to determine' WRONG.

B. including to generate a set of standards that define what a secure port is, and to determine
out.
C. including generating a set of standards that define a secure port, and determining
'generating' compares to 'determining' RIGHT.

D. generated a set of standards that define a secure port, and has determined
out.
E. including generating a set of standards that define a secure port, determining
including compares to determining
including x , and y.
'and' is missing here. WRONG.
