Not a rule but generally do not start a sentence with "Due to" If you do it is an adjective but if it comes some where in the middle of the sentence then it would be a prepositional phrase

The "... chips has sent..." is present perfect, an action that continues from the past and still is going on today. "... manufacturer has announced..." structured well!
