Yes D it is.

A B are out because of missing verb
C is weird Phrase + phrase + and + clause ....
D is good. parallel phrases....
E out phrase joined by dependent clause with AND and then by comma. Nor parallel.

You have a dependent clause
While the cost of wireless service has plummeted in the last year

and independent clause
mobile phones are increasingly common

and independent clause
many people are

You can join a DC with IC with a subordicate conjunction but can never join a DC to a IC with AND (co-ordicate conjunction)

Second problem is the tense problem..

D is consistant in tenses, and E is switching from present perfect has to present becoming...
