The word "there" refers to the eastern United States, hence to avoid a modifier error, and answer the question "where there?" we need to place "in the eastern United States" right after the earthquake. Hence, I go with D!

We need to compare apples to apples

in D earth quake is compared to earth quake

In addition, modifier needs be close as in D
