Hi I don't know much about the rule of "being" well but as a thumb rule we assume " being" as redundant Though sometimes it is correct most of the times when dealing with TIME.

Anyway here I don't like any of the choices but If given a choice I wud go with C.

The quitest and most elusive submarine... it is being viewed by military (good usage of passive tense here).

'E' is missing the connecting word and the phrase 'elusive of submarines' changes the intent of the original sentence which just says that this submarine is elusive it does not compare it with all other submarines

problem of //ism in E and akward usage of being...
C is not perfect but better and respect //ism for the first part of the clause...

Please correct me if i am wrong, is it acceptable on the GMAT to use the words AND and THEREFORE together such as ...."and therefore"
