The explanation for refuting the choice (C) and (D) given in the book don't seem very convincing. Can anybody please tell me why these are not a correct answer.

personal pronoun it should be used to refer maritime code. Instead of this.
C sounds fragment to me.

I will try to explain

Structure is -- Because of this, this happened
C does not follow this structure--it goes on and on
D has a very imp point to learn from
this cannot stand alone---it has to be this finding, this logic, this bla bla bla---this has stimulated is wrong

Here is how I came to B
A) 'they' is ambigious does they refer to the islets or the provisions
B)
C) empower said that whenever there is a mid sentence verb[ing] it is almost always wrong (why i ruled it out)
D) 'this' ambigious
E) which modifier is wrong
