For A,B,D we have the sentence starting with .."Beginning in 1970 /Since the 1970 ...automotive industry suffered..." doesn't sound correct. Should be "automotive industry has been suffering.."

C changes the meaning and is completely wrong.

Got correct...

Observe carefully, A,B,C and D got independent clause at the end without co-ordinating conjunctions...

Hence E.. first dependent clause,independent clause.

"despite" actually is followed by a noun in this case! This is because "resurging" here is a gerund. A gerund is the -ing form of a verb acting as a noun in any of the “noun roles” possible in a sentence, including the object of a preposition

"it" seems ambiguous.
Many major flaws can be discovered in each option choice except E.

E says when both oil prices soared...
both??? is confusing here. Can someone please explain??

In D the present participle opening modifier "Beginning in 1970's...." wrongly refers to the subject "the United States automotive industry". The industry did not begin in 1970's.
