Whether X and Y doesn't marks the parallelism as Neither X and Y Does?

whether it can broaden its membership and leave Here broaden and leave is parallel But don't we need "It can ... " in the sentence structure after and. I know sentence will sound funny but i want know

I have one question on this
why "leave" is correct?
I tried Grammarly and and it accept both "leave" and "leaves"
why is that?

Errors
A- if is always followed by then condition. Only if wrong.
C- whether or not - wrong
Whether itself create both the possibilities.
D,E- no clear reference for it.ambiguous.
