Joe: I disagree with your proposal. Smoke detectors are just as important for safety in private houses as they are in apartment.

From this exchange, it can be inferred that Joe has interpreted Bill’s statement to mean that

C for me...
If you observe closely, Joe's reply has a marked contrast to Bill's... Joe says that he disagrees with the proposal... He goes on to say that private homes are as important as apartments are... This is the key...

Only C conveys this info...

Sorry but I still don't understand the key to solve this question.
Bill says that he thinks that every apartment in the city should be requierd by law to be equipped with a smoke detector.
Joe says that he disagree what means that he doesn't think as Bill does = apartment shouldn't be required by law to be equipped with smoke detectors...
What am I missing?

Joe tries to equal houses with apartments because he understood that Bill only considered apartments.

I will go with C here.

Joe's argument is flawed as it mis-interprets Bill's statement to mean that only apartments should be fitted with smoke detectors.

My choice is C as well.

Eliminate D since there is no mention of risk in the premises.
