why not "tells" instead of "tell" is correct?

I could not understand it.

If the sentence structure is - "One of the girls WHO/THAT " then the verb followed by who/that is plural because it is the verb used for Girls.

If the sentence structure is - " One of the girls" Without who/that then the verb followed by one of the girls is singular as One is singular.

If there is who/that then it will be always plural.

from what you have explained, is tells a plural verb or singular verb then?

Tells is a singular and Tell is a plural form of the verb.

So you mean 'that' modifies substances. There are many substances ....out of which one is found.
