19. Blood banks will shortly start to screen all donors for NANB hepatitis. Although the new screening tests are estimated to disqualify up to 5 percent of all prospective blood donors, they will still miss two-thirds of donors carrying NANB hepatitis. Therefore, about 10 percent of actual donors will still supply NANB-contaminated blood.

Tough call between A and E.

A - Correct - This is an assumption.
B - Incorrect - develop the disease themselves
C - Incorrect - Argument is not under/over estimating
D - Incorrect - We are not talking of the incidence of the incidence of NANB hepatitis
E - Incorrect - If the frequency changes the percentages would be maintained as per the argument.

What is the OA/OE?

If people carrying hep N are infected with something else then they will be disqualified if that infection gets detected.
