A. is when high sounding words for effect, not suitability, are used. - are used at the end of the sentence makes it passive.
B. is the use of high-sounding words for effect rather than for suitability. - Correct usage
C. is where high-sounding words are used for effect not suitability. - where is used for places.
D. is the using of high-sounding words for effect only. - incorrect usage. 'the use of' is more appropriate.
E. is when you use high-sounding words for effect rather than for suitability. - Seems Ok, but B is more concise.

I attempted this question wrongly.
In my opinion Option E is wrong because "when" should be used to express some condition when the subject will occur or describing a phenomenon.

Bombast is Noun here and Option B "is the " is correct amoung choices.
