A - Wrong "avoidance of duplicated" sounds awkward

B - Wrong for the same reason as A

C - "in that" is wrong idiom

D - "while" changes the meaning and sounds awkward

E - Correct "if only because" is correct idiomatic usage and even though it uses passive voice it is clearly better than the other 4 choices

I am stuck between B and E, but I will choose E

A is awkwardly constructed and the tenses are all mixed up.
B conveys the meaning alright, but the phrase "duplicated facilities" doesn't fit in
C same as B.
D changes the meaning of the sentence
E Even though this is the longest choice, it conveys the meaning perfectly, and maintains the tense.

E.

the main clause needs to be followed logically by 'because' or 'the reason being',
'if only because' fits here perfectly, and it's the only choice that sounds right here.
This question requires using your ear.

E. we can easily eliminate A, B, and C. the only choice is between D and E. D is also more or less same to A, B, and C. Only E completes the sentence.

However, E is also not an ideal choice because so far as i know models (can/could, shall/should, will/would, may/might) donot follow the conditional, if.

Guys,

Who can tell what the problem with D is? Unless and until you have seen these type of questions before, it is hard for me to believe that "If only because" can start an dependent clause.

Tell me if I am wrong
we have a dependent clause
Building large new hospitals in the bistate area would constitute a wasteful use of resources

to join any other sentence/clause/phrase with it. We can only do 3 things
1. add a subordinate clause to join 2 independent statements.
2. Add a coordinate clause to join an IC with DC
3. A participle phrase modifying a nearest noun

Can any one explain which of these conditions have been applied here and what am I missing...

Can anyone post the OE ?

And how does while change the meaning of the sentence. "While" from my point of view indicates at the same time.

E is right. As the first half sentence has " would", a subjective mood, the following sentence should start with "if"

go with E...only because I relied on my ears, no exact knowledge of english grammar here....but i believe that the use of would makes it subjunctive and therefore, if needs to be used to imply that its still a hypothetical scenario.....
