duplicated facilities presupposes duplication.
duplication of facilities is correct. Thus, of D and E, E is correct with "if only because"

A,B - the sentence does not have the correct context to use "on the basis/grounds"; there is nothing on which we are basing our decision, nor are we setting the grounds for anything here
C - "in that" is inappropriate here; "because" would have been better
D - is just too ugly!

A: uses "on the basis of" I think this shoudl be used only when something is considered as a base for some action/decision. It should not be used to depict the meaning of a "reason"

C: the use of solely changes the meaning. There is a difference between the use of "alone" and solely (Think about it) Both of these words give different meaning to sentence.

D, E: SIMPLY UGLY.

'if only because' should be interpreted as- 'if only hospitals should not be built to avoid....'
