a quicker approach to eliminate answers in this problem is the usage of "duplicated facilities":

"duplicated facilities" CANNOT be eliminated or is not what we want to eliminate. Instead, it is the "duplication" of facilities that we want to eliminate. Therefore A, B, C are out.

"while" in D demonstrates a contrast. However, there is no contrast. Therefore, E is our answer.

In addition, the "alone" in A and B modifies "facilities". However, it should modify the entire clause to show that this reason is the "only" reason.

We do not need a comma before "on the basis" or "on the grounds". We can eliminate A and B based on this as well.

For that B is the most appropriate. What is the OA?

after comma there is no preposition only pronoun E is correct choice
