Going with A on this. Shun titles is strategy. Drawback is that no titles would hurt external executive dealings. In the following sentence, the key word is "compromise".

Not B because "as a means of achieving that goal". The goal is to have free-flow of communication up and down corporate hierarchy. The consideration of titles helping external executing dealings has nothing to do with the goal.

Not E because in this passage, the consultant is not seeking to justify the shunning of this policy.
