IMO C,

In Option A 'it' has two antecedents: Supreme Court and CIA Board.

because E uses they for CIA which is singular here.

Moreover powers that they can is ambiguos. It should have been "powers enabling it to X" or "powers that allowed it to do X"

even though i have issues w/ the pronoun it. but in the latter part of the sentence, its is used in "its sources..." so i guess the ambiguity of the antecedent of its (and it) is not in question.
