The modifer must modify the correct subject, which is the managers. So A/C/D are out.

E contains an awkward 'ought' and 'these' which has no referrant.

B is best.

Modifier problems in A C D
using ought in E is awkward and these refers to nothing earlier in the sentence
hence B
