"By building bio-gas facilities" incorrectly modifies energy needs. INCORRECT

B. household organic waste such as animal dung and kitchen waste can be used by rural people to meet their energy needs, recommends a sustainable energy expert

"By building bio-gas facilities" incorrectly modifies organic waste. INCORRECT
__________________________________________________________________________________________________________________________________________

C. rural people can use household organic waste such as animal dung and kitchen waste to meet their energy needs, recommends a sustainable energy expert

"By building bio-gas facilities" correctly modifies rural people. "such as" is correctly used to cite some examples. CORRECT
__________________________________________________________________________________________________________________________________________

D. rural people can meet their energy needs, recommends a sustainable energy expert, by using household organic waste such as animal dung and kitchen waste

"by using household organic waste" modifies how rural people can meet their energy needs. It should appear close to the energy needs. In the current construction, the non-essential modifier "recommends a sustainable energy expert" comes before it and is INCORRECT

First, we try and understand the message which the sentence has to convey.

The rural people - use the bio-gas plant - the bio-gas plant converts household organic (animal dung and kitchen waste) to energy - and this way rural people meet their energy needs and this whole idea was recommended by a sustainable energy expert.

After the phrase By building bio-gas facilities, the noun/pronoun would follow which is responsible for the action. So, right of the bat answer choices (A), (B) and (E) are out. Option (A) is not talking about the rural people, it is talking about the energy which the rural people consume.

We are left with options (C) and (D).

In option (D), the phrase sustainable energy expert, by using household organic changes the meaning to imply as if the sustainability expert would use the household organic waste to generate energy. Hence this doesn't convey the meaning as well as option (C) does, so C is left to be the most appropriate answer here.

Hence, the correct answer is Option (C).
