A is not correct because the retarded tree growth is not causing the color change. (Misplaced Modifier)

B is also a variation on the Misplaced Modifier.

C corrects the modifier problem but the sentence has faulty parallelism (retards tree growth...dropping)

E is also incorrect because of faulty parallelism.

D is correct because the wooly adelgid is the cause of the retarded tree growth and the sentence is parallel. The modifier is placed correctly and the parallelism is corrected.

D it is.
following reasons---

Avoids passive voice

"causing...." is required to explain cause and effect phenomena

Moreover, "to change" and "to drop" are parallel.

So I would go with Choice D

the needles are the ones changing color and dropping to the floor. Hence D is indeed parallel

the wooly creature sucks out sap from the twigs
causing needles (some part of the plant)
to change color
and
to drop prematurely

-----------------------------------------

if the sentence intended to say the wooly thing
sucks the sap out of a plant
AND
drops prematurely

then C would have been right... but then the above logic doesnt make sense does it?

A and B are out of modifier issues
BETWEEN C,D and E :- D is best . Parallelism "to change colour" and "to drop"
p.s:- This is the one of the most lazy post I have seen. No sign of even a little bit of effort .
