(A) he will have completed a minimum of eight practice tests, three hundred practice questions, and more than seventy hours spent -> “completed”, “three hundred” & “spent” are not parallel
(B) he will complete a minimum of eight practice tests, three hundred practice questions, and he will spend more than seventy hours -> “By the time” indicates that “he will have completed” should be used
(C) he would have completed a minimum of eight practice tests and three hundred practice questions, spending more than seventy hours -> same as B
(D) he would complete a minimum of eight practice tests in addition to completing three hundred practice questions, having spent more than seventy hours-> same as B
(E) he will have completed a minimum of eight practice tests and three hundred practice questions, and spent more than seventy hours-> correct: “completed” & “spent” are parallel

I think your reasoning regarding parallel construction is incorrect.

“completed”, “three hundred” & “spent” are not supposed to be parallel

There are 2 different list which should be parallel

1) will have Completed and spent

2) of eight practice tests and three hundred practice questions

(A) he will have completed a minimum of eight practice tests, three hundred practice questions, and more than seventy hours spent
(B) he will complete a minimum of eight practice tests, three hundred practice questions, and he will spend more than seventy hours
(C) he would have completed a minimum of eight practice tests and three hundred practice questions, spending more than seventy hours
(D) he would complete a minimum of eight practice tests in addition to completing three hundred practice questions, having spent more than seventy hours
(E) he will have completed a minimum of eight practice tests and three hundred practice questions, and spent more than seventy hours

B,C,D - The usage of time marker "by the time" and structure of the sentence gives the hint the tense is future perfect
So, we can safely strike out option b,c,d

out of A and C, A is distorting the meaning plus it has parallelism issue. The correct parallel structure should be

Minimum of eight practice test and three hundred practice question
but the option distort the meaning by not stating that Tim completed minimum 300 practice questions
