We need to know two values for the percent change
1) only gives one value
Insufficient
2)x and 2x
Sufficient

To find the percentage increase we need

(New - old)/old

Here we only have the new which is not enough.

Statement 1 is insufficient.

Statement 2)

(New - old)/old

Tells us new = 2*old

2 old - old = old/old = 1*100 = 100%

B is sufficient
