Most schools this doesn't make a huge difference, but at UNC it makes a very significant difference.

Actually, the rules are pretty stringent for in-state distinction. The state makes judgments on a case-by-case basis and you have to give reasonable proof that you're not just coming here to go to school, but rather that you plan on working in NC for a while.
For instance, my wife and I moved to NC for her education. Even if I lived in NC for a year and had a job, it wouldn't necessarily be a cakewalk to try for in-state tuition because they could look at our overall situation and say we only moved here for her education and not for my career.
So short story, there's no way to get in-state tuition unless you move to NC for your career and work at least a year before starting b-school. At least that's my understanding from the discussions I've had with admissions reps from NC and Michigan. If anyone else has anything to add, feel free!
