“Responsibility for preserving the natural environment ultimately belongs to
each individual person, not to government.”
ANALYSIS OF AN ISSUE.
ESSAY-
While it is true that the ultimate responsibility of preserving the environment lies upon the mankind; it is also true that in the world we live in, the ultimate role for conserving the environment cannot be played by an individual, who is a very small part of the larger universe at stake. There are several reasons to make this inference as the involvement of the government in such critical issues is inevitable.
To begin with, an individual person only has a limited space and capacity to engage to and considering the might of the problem that is at hand, any individual will be unable to solve this issue on the larger scale. For example, people can keep their homes and neighbourhoods clean, but when it comes to public places, such as parks, public toilets, the government has to intervene to make sure that the process of cleaning happens as it is supposed to happen.
In addition, huge manufacturing plants and factories emit pollutants that result in the maximum damage to the environment. It is unreasonable to expect from individuals to reduce the amount of pollutants emitted by these factories as individuals wish to have a competitive edge over their competitors and wouldn’t voluntarily take steps to minimize the damage to environment as it may result in decreased productivity. Hence, government intervention is necessary as the governments have power to administer environmental regulation laws that will keep all the industries in check and therefore substantially reduce the damage caused to the environment.
Moreover, many people throughout the world commute to their workplaces using their personal motor vehicles that have an incremental danger associated to them, in terms of the damage to the environment. It is very unreasonable to expect from an individual to stop using the vehicle as the vehicle serves the purpose of one’s comfort. Therefore, it is necessary for the government to intervene in this situation as well and devise laws that promote the use of public transport and that place restrictions on the usage of personal motor vehicles. An example for such a law is the ODD-EVEN rule that was passed in Delhi (an Indian state) that requires that people can use their vehicles only on alternate days, depending on whether the number plate has an odd or an even number on it.
To conclude my argument, I would like to say that although it is the moral obligation of an individual to take steps towards the conservation of the environment, it is unreasonable to expect that one would do so in this competitive world as people will definitely put themselves above the environment. Therefore, the ultimate responsibility of conserving the environment lies upon the government, which is a regulating body that can impact huge population with its decisions and laws.
