Felt it was very close between A and D. Could anyone explain why D is wrong even though it mentions that consumers are to be consulted=interaction if my understanding is correct.

Here will in option D is too strong to consider. The premise used can. we cannot use will in the answer choice.
option A did not use the strong language

Here the passage is talking about a specific feature of the car (seats), not the car design as a whole.
