I marked C for this Question.
Request you to please clarify why D is correct and not C.

A reason for which why (D) seems like the best option to me :

In the question it states that
(i) "Rather, both the extended workday of 1880 and the shorter workday of today are products of different stages of the continuing process of industrialization."
AND
(ii) ''the last century has witnessed a shortening of the average workday from twelve hours or longer to less than eight hours''

This just means that , different stages of industrialization , the time required to be put in by the workers is different (emphasis on "different" as opposed to , time required is "less")
AND
SO FAR (in the last century) , the stages of industrialization have been of such a nature , that the time requirement has been decreasing .
BUT THAT DOESN'T MEAN THAT IT WILL NECESSARILY CONTINUE DECREASING IN THE FUTURE . (In the future , the requirements of the advanced stages of industrialization MAY be such that , it requires more work or less work)

(D) states that work "may" decrease in the future , and that aligns with my thinking , so.....yea

PS:If option (D) had stated that time "WILL DECREASE" as opposed to "may" decrease , then I would have gone for option (b) instead
