(C) A considerable risk to the environment is presented during offshore oil drilling, where low-level leaks are chronic and the routine discharge of mud and mineral salts.

It is certainly A

B - "Reason" has to be followed by "that" instead of "because"
C- "where" incorrectly placed as a modifier
D - wrong idiomatic usage of 'due to'
E - alongwith cannot make the subject plural - 'are'. 'Is' has to be used here.

All of you have it right. it's from 1000sc (came across in the error log so thought of sharing ).
POE is the way to go for this and there is no issue with parallelism between "low level leaking" and "routine discharge"

Hey, can you explain why there is no issue with parallelism with this?

I mean shouldn't it be low level leaking and routine discharging?

Leaking is used as gerund here, hence acts as a noun.

Both noun phrases "Chronic low-level leaking" and "the routine discharge" are parallel and relate to "drilling mud & mineral salts"
